What Is Education Freedom Account (EFA)?

New Hampshire's Education Freedom Account went universal in June 2025, opening it to every K-12 resident regardless of income. CSF-NH administers the program on the state's behalf, and tutors must register as an Educational Service Provider before families can pay them with EFA funds.

Enrollment cap: The program has a 10,000-student cap (with a 25% escalator once 90% fills), and the cap was reached in 2025 — meaning some general applicants were waitlisted while priority groups retained access. Apply as early as possible when the window opens; the 2026–27 window opened March 16, 2026, with a July 15 deadline for a full-year award.

What Can EFA Funds Cover?

One-on-one or small-group tutoring, in-person or online
Subject-specific instruction (math, reading, writing, science)
Specialized instruction (e.g. structured literacy for dyslexia)
Curriculum, online learning programs, and instructional supplies
Educational technology and testing fees

How to Apply

Apply as early as possible
Rolling applications, but the enrollment cap can fill quickly.

Submit required documents by July 1
Allows time for verification before the July 15 full-award deadline.

Confirm your tutor is a registered ESP
Tutors must register with CSF-NH before funds can be used.
